I done every single quest Hoff will let me do, including both master difficult quests (the necromancer and the silverfist guy) and he wont give me any more quests.
I got to rank 3 and even finished the asura branch of the main quest. And still i dont hear anything from him.
Is there someone that I have to find and beat before I can go after him? Whats the deal?

You need access to Doomlore Shrine, which is done through completing primary Ebon Vanguard quests. After that you will be given a 3rd master quest and then be able to fight him.
