People are saying that the Norn armor woads give a generic +1 to your equipped item's attribute... does this mean that a W/D could potentially get a 13 in Scythe Mastery, or am I interpreting this incorrectly?

Norn Woad has a "Item's Attribute +1 (stacking)"
That means that it adds 1 point to the rune you put on it. As you're a W/D, you can only use W runes, so no to your question.

Government Flu
As a warrior, you can't equip dervish runes, so you won't be able to do that. Basically it works like hero headgear. +1 will be added to whatever attribute boosting rune you put onto the armor.
However, like heroes, only primary profession runes can be used.

Cool, that makes sense -- thanks much for the quick answers. I don't know why I thought it was tied to the attribute req. of the weapon.
