This one might be a bit out there...
Let me give some history/background about why I'd like to see this bit of magic become available in the game:
When I first bought Guild Wars there were 3 people living in my house. All of us created characters, and all of us loved playing. It quickly became obvious that my girlfriend and I would want to be able to travel through Tyria together so we dusted off an old machine, bought another copy of the game, and took to the life of heroes, with my son still playing his character solo on my account when I wasn't on it myself. Now it's time for him to leave the nest and he will be buying a GW account for himself and his new abode. The problem is he's put in well over a year of effort on his character and would love to be able to take it with him to his new account. He doesn't want to have to start over.
So here's the suggestion: A sigil of movement. This sigil must be purchased by the character that wants to move, and given to a character on a separate account. When the sigil is activated the original character would be moved to the new account. Forcing both characters to be involved with the trade would be a good sign that it was a consensual move. Of course, there would have to be an open character slot available on the new account for the sigil to be activated.
Please A-Net, we're a mobile society. Give us some way to take our characters with us when we go. I would think that it should be very expensive for the player wanting to make the move, since if there isn't a lot of effort/progress involved with the original character it would be easy to just start a new one.

Your 9 year old is ecstatic!!!!! He just won a free weapon!!!!!!!!!! He can't click over to the site fast enough. He enters his account name and password. A few hours later his characters have all purchased sigils and moved over to the scammer's account taking all their stuff with them.

I can't see why they'd do anything to encourage folks to test a game by making a character on a shared account.

Well, if they work it in, great for your son. I don't see it as particularly harmful, but I doubt it'll be a priority for them, given that in general characters shouldn't be moving between accounts.
It could actually get really tricky, since a character on my main account can have skills/armour/titles not even available on my second account.

Interesting idea, at least. In your case it sounds like it would be good, but its doubtful that it would be used in a positive way in most cases. I can see people ebaying accounts with rank12 and then just sig of mov them over to the new "high rank" account, also the ramifications of moving a char from an account with certain expansions to one without the expansions makes your idea relatively flawed, even if it would help your son in his current situation.
