Alright, so since GW:EN came out with Angorodon's Gaze, I've had this idea with perma-bleeding necromancers using it for cost-free life stealing. However I've had trouble figuring out which elite to bring. I saw a completely underwhelming implementation on Pvx a couple of days ago, and thought, "boy, I can do better than that".
I think I finally have the working start point, starting with four skills:
Melandru's Resilience
Signet of Agony
Angorodon's Gaze
Signet of Lost Souls
Blood: 12
Wilderness: 9
Soul Reaping: 9
Now, the challenge is to flesh this basic idea out with missing skills and runes to a working PvP or PvE build for a specific area.

IDK, making yourself bleed then cancel it out with Melandru's Resilience seems counter productive just to get a condition on yourself - granted you end up with a total +1 bip of energy/health gain, but the basis of your build isn't very energy draining in the first place, and lets face it +1 bip just isn't that much. Blind is a perfect condition for a caster to put on himself, so maybe signet of midnight would be better. How about something like this:
Awaken the Blood + Signet of Midnight + Epidemic + Arcane Echo + Angorodon's Gaze
That way you can use the sig of midnight to fuel your Ang gaze, while using epidemic to spread a little blind love onto the enemy (never a bad thing). Switching to mez also gives you the opportunity to arcane echo the gaze, doubling your damage (and your healing!), and guess what, it's still free. Also, you don't need to spec anything into mes since all three (sig of midnight, arcane echo, epidemic) are no attribute. This leaves 16 for blood and the rest for whatever.
Also, I always found the 'if you have a condition' to be very frustrating. Even playing with human monks when you tell them not to remove your conditions, they will slip up in the frenzy of removal and take your condition off ... and good luck with the henchies/heroes not removing it

The problem with Signet of Midnight is that you have to rush into the frontline every 15 seconds to reapply it, which might be a frustrating thing for a caster. However it's certainly a possible idea.
My main problem has been to come up with meaningful stuff for the rest of the build. I think it could be used to spike in a team, essentially creating a condition- and hex-resilient TA team. However the build suffers from a lack of versatility in utility spells with the hexes from the blood line being very weak.

Maybe, I don't know as i try to avoid HA as much as possible but good chance i guess.
