I was told that if you don't meet the req for a max sheild that you get half thee armor. Is that true?

Yes.
If you don't meet the req. you get a bonus of 8, I think.

What do you mean? If you don't meet the req you're given +8 AL, are you asking how much of a reduction 8 AL is or what?
