How about since the item never fails, how about the treasure hunter/wisdom bonus is a chance that a usage won't be used? So if you suceed you and use a perfect salvage kit first time, you still have 5 uses?

Imo, it's a neat little idea.

Maybe to balance have it a really low base chance, or 0 base chance. Thats still 46 or so with max treasure hunter/wisdom.

As long as it has a high max cap... something like max 25% or so.

I have another idea...
How about you can use them on salvage items or collectible items such as Geodes and although the item will be destroyed it will always yield the best material it can give.
