In the early days of Factions, Raisu was referred to as the "Canthan THK" for its ability to stall players. Now, more than a year after the game's release, there are plenty of online guides to make getting through it a lot easier.
The main thing is to know who to take with you. Talon, Danika and Cynn all knock out large portions of the mission. If you don't take Cynn, you need to know how to run through the area she knocks out to trigger the Danika cutscene and skip the area that way - though this is hardly necessary, assuming your team handled the rest of the mission up to that point well enough.
While on the subject of team composition, heroes make really short work of Factions and Prophecies due to the lack of "reverse balance" on ANet's part: Factions skills let you steamroll through Prophecies (Animate Golem, anyone?), and Nightfall skills let you steamroll through Factions (Searing Flames, anyone?). At the very least, bring a minion master hero so the damage is spread among the minions. For henchies, my preferred choices are Sister Tai (healer), Aeson (spirits), Kai Ying (earth) and either a mesmer (Hala) or a ranger (Daeman) for interrupts.
But hey, don't take my word for it. Read the GuildWiki instead.

It's harder now, as most people don't need to do it, so there's next to no one there to get a party together.
I did it ages ago when factions was still new, so there were always many people needing to do the quest, and when people NEED to do the quest to progress, they tend to work together better.

Nm is easy, haven't tried in HM.
Completed this mission in 16 minutes.

Then bring Danika and either Talon or Cynn. They let you skip the longest parts so you shouldn't have a problem with Masters.

The weird thing about this mission is that sometimes the same battles was easy and sometimes there's a near-wipe.

Highly PuG groups also tend to fail, I have to agree. Mostly because many are first timers and they don't expecting the Star Burst and Sliver Armour, or not knowing how to avoid over-aggro in some parts. Aren't focusing fire.
After 2-3 failures, the parties will inevitably disband, and hopefully some people would have tweaked their bars to manage.

I find PUGs have a 50% success rate.
Out of my 9 characters, only my Paragon and Dervish haven't passed it yet (they are too far from that point to even try).
With heros, it should be simpler, and with all the new skills (faction PvE only skills, or Sunspear skills, GWEN, NF) Raisu Palace isn't as hard as it once was.

Fionn Falaich
With H/H, it is one of the harder missions, but mostly because of things beyond anyone's control, which sometimes makes it frustrating. When things go your way, it isn't so bad, even with H/H.
Here's what I mean. The second-to-last area is a long, narrow room with the Rit boss at the end. Standard wisdom is to run through the room, ignoring the enemies, and go straight for the boss. Heroes and hench, though, have a hard time doing that. They want to stop and fight the enemies on the way. If you flag them to the end, they tend to get stuck or killed on the way because the monks won't use skills until they reach the flag. If you are lucky, half of them will make it through and you can kill the boss with them, then everyone will get resurrected in the next room after the cutscene. I suppose you can take the time to fight all of the enemies in the room. Nevertheless, it's a frustrating room because it is so close to the end, and if you fail there, you have to start from the beginning. I think it's the hardest area of the mission for that reason.
Also beyond your control, the NPCs (Togo and Danika in particular) often get stuck (on chests, corners, walls, etc.), causing you to retrace your steps to un-stick them, which takes time and makes getting masters difficult.
Similarly, if they get stuck, sometimes they get killed by roaming patrols, which either will kill the mission for you outright or kill your NPC (such as Danika) who could otherwise close off areas for you.
Other than those quirks, if everything goes smoothly, you just need standard tactics against those types of enemies: eles have Sliver Armor, so they are a priority; rits are good at buffing their teammates, so they are a priority; Spirits of Resoration will res enemies, so eliminate them; necros spam conditions; etc.
I used to take Danika and Talon, but recently I actually prefer Danika and Cynn. Either is a good choice.
@ the OP, regarding PUGs, I hadn't PUG'ed in 9 or 10 months, but I recently made a new mesmer character and was taking her through Factions. I zoned into Raisu Palace a few nights ago intending to H/H it, but was immediately invited to join a team. I hesitated but ultimately thought what the heck, I'll do it. It was an odd team - a MM, a Sin, a Derv, a Mes (me), an Ele, a Rit/Mo who was pressured to go as a healer, a hero monk, and a War. We made masters easily, and it was rather fun. It revived my faith in PUGs, if only briefly. We then did the Shiro mission and only got Expert's, which the team seemed happy with. I re-zoned to Imperial Sanctum to get masters and was rejected from every PUG because I was a mesmer. So I hero/henched it for masters. Anyway, yes, most PUGs are bad, but occasionly you find one that works, so don't give up on them just yet.

iirc only henchies take dragon skills, your heroes don't, so playing with henchies and pugs(if dragon skills are taken) gives an edge.

For me, this mission either goes drastically wrong or is surprisingly straightforward. There isn't much in between.
Take all henchmen (no heroes) because they use the Celestial Skill which is obviosuly a great benefit. Also, select Talon Silverwing and Danika for the quickest and easiest route through the Palace.

Though I must agree that PUGs fail this mission more often than they succeed, I once took a masters PUG for this mission that tore through the place in 9 beautiful minutes.
Anywho, the wiki guide is decent. I wrote the original "long walkthrough" that has since been edited by a lot of people, mostly in detrimental ways. Despite its mangling, it still says most of what I'd tell you about how to beat that mission.

This is one of the missions where i find it easier to PUG, most of the time i get masters with them. Just stick it out and you will eventually do it.

Just did it in 11 minutes with a H/H team. I was a Echo SS necro, and it was rediculously easy. 1 SF ele Hero, 1 Prot Hero, 1 Heal (LoD) hero, 2 fighter hench, earth hench and domination mesmer. I took Danika and Cynn as the allies. Not a single death in the whole team.

Find an Ele friend if you can. Echo + Arcane Echo + Celestial Skill. The Ele will have so much fun there (especially the very last bit) you won't believe it.

PUGs should be fine if at least one of you know the way (when to fight and when to run) and you aren't all melee (Star Burst + Sliver Armor...)!
