and titan effigy is i think in the charr homelands, during one of the quests ya have to do that i can't think of the name...brain work damnit!

This may be the wrong spot for this question. This is an area in pre-searing that I found while wandering around. Is it possible to get into this area? It looks like part of the catacombs.
There are some rocks in the way, so its difficult to get a good image. The 1st pic is to the far right, the 2nd is to the far left, the 3rd is at the middle and back a little, the 4th is how I got to the area.

I've tried to get to that area from Ashford abbey, but I'll give it another go.
