Thats EN? looks a lot like Istani with those trees. Only place I can guess would be the area outside of Gadd's Encampment, cant remember the actual name of the area though 
If not outside Gadd's Encampment, then somewhere else in the Tarnished Coast, probably Tarnished Haven *or whatever that town is called*.

Bloody Foothills. I will admit I had to look the name up though - apart from the spots with waypoints I think of areas by layout/tilesets more than name these days.

After youve completed the Gadd and Oola quests, the third asura primary quest leads you to this place. You have to save an asura from a bunch of destroyers. the battle takes place a few meters behind where im standing.
If noone knows what im talking about now, ill be very disappointed

That looks just like Kaineng center. The door in the lower middle seems to be that one that never opens.
