is there a place where anet or ncsoft responds to the community?
like issues with difficulty, drop rates or any other issues people might have. is there a place where they say what they are going to do about them if anything at all?

No, there is no place one can expect responds.
Anet has no oficial forums and support people direct people with such concerns to post to fansites instead of replying to concerns themselves.
So, you get random pieces of CR from anet only when they have reason to reply it. That reason usually being very big thread where most people agree on the anet messed up big time and voices to anets defence are silent.
Also, dont expect much reponses right now, they are waiting till people deal with most issues with gwen themselves.

Face it.
First: there are several forums Gaile and other Anet employees frequent.
Second: Only important issues are addressed. Not half-arsed ones like "Will you redo all the EotN armors because I don't like them?" or the once favourite "I used up all my territory changes chasing favour, can I please change it again?".
Third: Even if an iddue is important, posting about it is not necessarily the way to go about adressing the issue. You see a bug, you report it to the programmers, not argue forever why players are not really entitled to have their money back just because of that bug.
Oh, and one more thing: Eye of the North is good. Not perfect, but well worth its money.
