I'm afraid it doesnt stack, you either get the inherent 10% or the 20% (20% of the time), you never recieve 28% armour penetration (10% then 20% would be 28%). So to use sundering on a hornbow isnt utilising its main benefit effectively.

Eh, its no more useless to have Sundering on a Hornbow than on any other type of bow. You still have the 20% AP 20% of the time, the only difference is that the other 80% of your attacks have 10% AP.

quoted for the truth as contrary to popular belief sundering mod is so useless... 20% of the time you get 20% ap and on the other 80% you get crap. comparing it to vampiric, 100% of the time you get 5 life steal and suffer -1 degen which is nothing, almost unnoticable... and if you're still scared of the -1 degen there is this ingenius trick called weapon swapping... equip a non vampiric bow while not fighting and switch to vampiric as soon as the fight starts. the 5 life steal will keep you healthy even with the -1 degen...
heck even compare it to elemental mods that bypass extra armor vs physical on warriors and such
