there's two parts to my question. here's part 1:
texmod doesn't seem to function properly under vista. i can go into logging mode and pull textures, but i cannot seem to build any. in fact, any mod files simply won't show up in the folder i saved it in. when i try to edit the log files, vista won't allow me. lastly, i can load GW through texmod, but the mod that i'm trying to load won't work.
here's part 2:
gwguru.com works on my desktop, but not my laptop. all other websites work just fine. the only relevent difference between them is that one is using a wired connection and runs win2k, and the other is using a wireless connection and runs vista. both are connected to the same router and ISP.

Part 2 - Guru should run on any system. Something must be blocking it from loading. Do you have an ad-blocker or similar running? Guru runs a lot of ad's.

i managed to resolve #2. apparently, gwguru.com does not like being in a tab. if i open a new window for gwguru.com, it loads.
as for #1, i think it has partially to do with vista's security measures. unfortunately, i don't know a way around those. i couldn't edit the .log files because "i don't have administrator privileges." thing is, i have no idea what the adminstrator password of this laptop is. when i got it, it just asked me to make up a username and password.

You could just reformat, and do a fresh install of Vista. That should solve your forgotten password issues.

it's not that i've forgotten them. it's because i never knew them to begin with. maybe it's in the manual :S

If you installed Vista yourself, you should already be administrator. Try using the username and password you already have.
Also you can try and would suggest that you do the following :
Right click Texmod->Properties->Compatibility Check compatibility mode and choose WinXP SP2. Also check the Run with administrator privilege at the bottom.
Edit : If you want to get rid of all these annoying security pop-ups(might also fix your problem like the above) : Click "Start"->Control Panel->User Accounts. Click on "Turn User Account Control on or off", uncheck the box and restart. You should now have a "true" admin account without the stupid security pop-ups.

I keep the user account security feature running. It is annoying but it does help.
