Okay, If I had Prophecies, GWEN and NF, what necromancer PvE Build would you recommend that isn't any MM? I want to play Necro, but at the same time I dont want any MM. tough situation :-P

Yeah i use a SS build of my own and it does incredably well in PvE, seeing how the AI still isnt intellegent enough to stop attacking
But if you dont wanna go SS, Blood Magic Battery is good for a party as is an Orders Necro

Wells support, Blood, SV, SS, Death Magic (non-MM), FoC. There are lots of builds to use. SS is one of the best all around builds to use for general PvE.

if you like Death Magic but dont like MM try the "Tainted Ally" build which revolves around the elite skill Tainted Flesh.
or you could try making a build around the elites Discord or Contagion or whatever.
if you like Curses SS is the best, however Corrupt Enchantment, Pain of Disenchantment, Lingering Curse, etc are also good elites
you can also use Reaper's Mark, Soul Reaping elite, with a Curse build.
if you like blood than "Orders Necro" which revolves around Order of Pain or better Order of the Vampire. you could also go with Spoil Victor or "Battery Necro" with Blood is Power.

Reckless Haste actually lasts only 13 seconds at 16 Curses. With a cost of 15e it costs more than 1e per second maintaining, making it one of the least cost-effective spells in the game. I didn't like Reckless much before the nerfs, and could never quite understand why people always insisted on me bringing it instead of a spell such as Enfeebling Blood. Hell, they'd even ask me to bring it for DoA Hard Mode which must be a pretty lame idea. After the so-called "updates", I'm hard pressed to find any common PvE build in which it is truly useful.

Plus the fact the it synergises so well with Price of Failure etc.

There are plenty of other skills now available that a party member could bring to inflict weakness without me dropping reckless haste to accomodate EB.
Additionaly, its a very nice way to relieve some mass melee pressure.

Reckless Haste synergizes with Price of Failure or Spirit of Failure, correct. Thus if you actually bring Price of Failure (which isn't a very good PvE skill for the most part) I wouldn't oppose Reckless Haste.
In hard mode attack speed is capped which means they will not attack more often, they will only miss more. So, as we're talking about physicals here (obviously, who else would you cast the spell on), they will miss 50% of the time.
Problem is that when they actually do hit they will do so much damage that using Enfeebling Blood to trim said damage is a wiser and more cost-effective option to muffle it.
The point is I can't find a single reason to bring the spell in a "normal" PvE hexer build, and believe me, I've played quite a bit of those. There are plenty of Curses that haven't been hit silly by the nerf bat, and it's getting increasingly obvious which ones those are. Take a look at Mark of Pain or Barbs. I could understand someone wishing to bring an AoE cover hex, but Reckless Haste is "adjacent". I'd prefer Suffering for that, and please note, I don't hold any illusions that a -2 health degeneration means one thing in PvE.

Im sure its just down to personal preference, and the actual area you're playing in. For me i'd happily take the 50% miss thanks.
And as I said, having enfeebling blood in my available skills doesnt mean I am therefore the designated 'weakener'....necros can weaken effectively, but that doesnt stop anybody else in team from doing it for you. Bringing RH doesnt mean you cant still bring EB of corse...

Reckless Haste has a 12 second duration @ 16 curses. And Reckless Haste is nice in PvE it'll increase the attack speed triggering SS more and in HM with the attack speed capped it'll cause foes to miss 50% of the time.
BTW RH+PoF is really nice in PvP it triggers the damage from PoF.
But yeah for PvE you should bring Reckless Haste and maybe even [skill]Well of Darkness[/skill] or even the new well that causes cracked armor upon being hit with physical damage.

It only affects one target.
It only affects physical targets to any significant degree.

Well I think any reference so far to PoF was relating to pvp, or in my case, just as an example for something which works nicely when paired with RH.
To combat the recharge you'd be looking for the HSR portion of your weapon set to kick in (which it looks like you're recommending a few threads below)...
If ever I do bring this in PvE, it would be in a very melee heavy area...and most probably to throw on the assassin which has just slipped through to us squishies - Its not a bad thing to have if it means you can screw the odd offhand attack imo.

Well, my point above was that if there's anything a Curses necromancer excels at it's battling bosses, and if there's anything he excels at more than bosses it's Warrior bosses, and thus bringing special anti-melee single-target spells is a waste for a general PvE build.

another thing to try with alot of physical damage on your team is spamming Mark of Pain and Barbs with Reaper's Mark as energy management.
