(Inside the Charr encampment which also holds Anmat the Trickster, Katye Bloodburner, and Spafrod Iceblood)

Except I've never seen him. Anyone know exactly where he is? Or if he even exists?

Go a bit further up into the Charr Base. He is not with the three spellcaster bosses but in a little side encampment with several small tents.

If you enter Sacnoth from the West: Shons is inside the charr camp, past the Me, N/E, and E bosses, in a northern mob. You really can't miss him.
