Does Serpent's Quickness affect itself?

See title. I assume it doesn't, but I just want to clarify.

Not normally (i.e. activating it happens before its effect kicks in), but if you activate SQ while SQ is up it will, possible through killing a boss or other morale boosts, being in the presence of QZ when activating it, etc. At 16 WS you can maintain it permanently provided you get a fast recharge at some point to start the chain (31 seconds duration and 30 seconds recharge...). Not terribly helpful or likely, I know...

Serpent's Quickness no longer affects other Stances or itself.

It was chanced in a Update a while ago.

Sorry, I had played around with it ages ago (farming grawl) and didn't know it was recently nerfed.
