PC on gold fire staff

Hi, i was wondering if you guys could make a PC on this item:

Hale Fire staff of Earth Magic

Halves skill recharge of spells (20%)
Fire damage 11-22 (Req 10)
Halves Casting time of air magic spells (19%)
Health +29
Earth magic +1 (20%)

It's a funny combination, that's why i'm PC it.

Assuming it's non-inscribable, salvage earth magic +1 mod from it and merch the staff, whatever fire staff skin it might have. Very hard to sell mixed & flawed stats..
