Greetings all,
I am doing the Puzzling Parchment Quest, and when I get to the garden the guard says I need to be traveling with royalty.
However, GuildWiki, says to just talk to him to gain entrance.

I also have the Master of Whispers in the party.

Please Advise.

i believe you need tahlkora. she is the daughter of one of the princes or something like that.
