Each chapter of Guild Wars has its own region. All chapters give access to the Battle Isles, which is all PvP (and guild halls), but to meet in a PvE area both of you will need to have the same title. If you want to meet in Elona, both of you will need to have Nightfall etc.
One of the neat things though, is that if you have more than one title on your playing account you can make characters cross between the campaigns you have. For example, if you had both Factions and Nightfall, you could create a character in Factions and take that character to the Nightfall areas.

You will need EITHER Prophecies OR Factions OR Nightfall OR a combination of any of these three games. You only need one of them, but there are benefits that come from having more than one of them (like additional character slots and extra vault space, along with the ability to cross characters across campaigns at your whim). You will also need a max level character to be able to get to the Eye of the North areas, but as the level cap is only 20 you'll fulfil that requirement relatively quickly.
Also, it should be noted that if all you particularly want is Eye of the North, there is a Platinum edition that contains both Prophecies and Eye of the North together.

The graphics are great, and the developers have taken a lot of time to create some absolutely stunning landscapes and special effects. Each skill has its own unique visual and sound effects too.
The UI is pretty straightforward. I'd be lying if I said it was easy to start off with as there's a lot of new information to take in, but once you work out what buttons bring up what panels and where everything is, the UI is very easy. You can also customise your UI to a certain extent to make it more natural for you.
The game storylines are all different, depending on which games you get. They're all good, but for different reasons. The sticky thread I linked to earlier in this post goes into more detail about storyline quality.

For English speaking players, the main servers are the European, American and International districts (unfortunately, there isn't a dedicated Australian district at the moment). You can switch your character between these three districts at will while you're in a town or outpost by using the district selection menu at the top of the screen.

That I can't help you with. Check around your video game stores, and don't forget to check the bargain bins as well. You might get lucky and find a copy of GW in one of those (my copy of Prophecies came out of a bargain bin last year).

Campaign characters, or PvE characters as we tend to call them, have access to all the regions that you have available in your playing account and can switch between PvE and PvP anytime. They can go out questing and complete the story missions to save the world, and can compete in any of the PvP arenas (although most of the arenas require a level 20 character). PvE characters start out at level 1 and have to learn each new skill individually, either by getting it as a quest reward, buying it from a skill trainer, or by capturing it from a boss. Whenever a PvE character learns a new skill, that skill becomes unlocked for your account.
PvP characters always start out at level 20 and are restricted the to the PvP areas of the game. PvP characters have automatic access to all skills that you have unlocked on your account, so playing with a PvE character can be a good way to power up a PvP character's skill repertoire. It is possible to get more unlocks by trading in the faction that you earn as you compete in PvP, so you're not restricted to one way of getting more unlocks for your PvP characters.
