In the cathedral of flame there is a collector asking for golden rin relics in exchange for a dread mask, however nobody Ive asked about them has ever seen one drop. Is this obtainable yet or is it stupidly rare for one to drop?

Yes they drop there and yes it's stupidly rare but if it was'nt every second person would have one, and thats hardly the point of special armor items in a "high end" installment.
