Where are you doing this at? A few more details would help.

and where are you from? It could be that you're from a part of the world that has an incredibly high rate of CC fraud.

Ring your CC company. Sometimes you have to have your CC unlocked for online purchases.

Is this at the ingame store or NCsoft's site?

When I got my second account for the guild mule, I bought it at NCsoft's site, everything else I buy ingame.

I am having the same problem. I tried buying gwen and factions in the in-game store at the same time and i got that error. I then tried buying just gwen and it worked fine, then i tried buying just factions and i got the error again. it let me buy gwen and ive bought stuff online before so my cc should be go to go. if they don't fix this by Dec 31 im going to be pissed.

If it worked before and it's not working now, I suggest you contact ncsoft and ask them what's going on.
