Ferrying to Cantha/Tyria Question

I recently just got to Consulate docks and accepted my reward from "The Time is Nigh".

I really want to raise money by ferrying others to Cantha and Tyria, but Consulate docks isn't really active. So, i tried to advertise in Kamadan, but whe i try to take my group to Docks by directly mapping there, i can't cause they can't go there yet.

How am i able to do this. Did i have to still have the time is nigh quest active to map them to docks then do the quest to take them to cantha/ tyria. if so, i screwed up cause i already accept docks reward. :*(

Time is Nigh -> Head to the consulate to trigger the cutscene and end up in Consulate Docks. DON'T accept quest reward. Go back to Kamadan and ferry again.

Mapping doesn't work unless everyone in the party has the outpost.
