It's quite an irritating sound. Although getting interrupted is irritating and it fit's that concept, I think the sound could be softer.
Or is there a way I can switch it on my own?
Change the click (interrupted) sound

I think it works pretty well for what it does. I mean, its annoying and distinctive. You can't just have it be another "swish" or "boom" or "zap" sound because then you might confuse the sound with that of an actual spell cast.
"Everybody" (using the term loosely here) recognizes the sound of an interupted skill. Try saying the same about some other game sound effect. What's it sound like when Sheild of Regeneration is cast on somebody? *shrug*

It's just a sound. It isn't even particularly irritating. There's something inherently psychological about this that would suggest if you don't like the interrupt sound, it's probably because you recall bad memories of being interrupted during crucial moments when you play. If you like the interrupt sound, it's probably because you were the one making the interrupts.
Like he said, Pavlov's dog.
So in truth, by changing the sound, that noise would simply become the new 'irritating' sound which much be changed if you already don't like the current sound. So in the end, it won't solve anything.
But just for the fun of it, I can think of several sounds that would be fun to use:
Sound from Monty Python: Search for the Holy Grail - "Help help! I'm being oppressed!"
Blood curdling scream
Tidbit from REM's "It's the end of the world as we know it."
"Thank you, may I have another?"
"This is SPARTAAAAAAAAA!!!!!!!!!!!!!!!!"
The list goes on...

I love the sound. Even when it happens to me. Gwen just makes it ring in my ear so often it's like sweet music. And when my d-shot hits the mark interrupting that enemy mesmer's Shame(because I pre-fire my interrupts...90% of them work), it just makes it all that much sweeter.
