I'm guessing you're looking to buy so I won't advise salvaging the mods and merching... Skin is very common so most of the value is in the mods.
Price when ther are no mods attached:
req9 - 3-4k.
req10 - 2k.
req11 - 1k.
req12 - merch value...
Then just add on the mod cost(~20k).
