Am I able to restart it ?
I quit a while back and i came back and made a PvP Warrior. I looked at how much faction I have and I got about 3000 out of about 10000. Can I make it so I get 10000 out of 10000, but lose the stuff I got?

No, once you've used the Faction, you can't undo an unlock and get the Faction back. You can, however, earn it up again. Use the Zaishen Challenge to quickly earn 2,000 Faction and use your Faction for unlocks, then earn more elsewhere.
