charr hidden battles plans

I've had one drop. I also had a decoder in my inventory, but double-clicked on neither the plan nor the decoder.

I was on my way back to Captain Langmar for a quest reward so while talking to him I clicked on the button where he explains about the plans. Once I'd stopped talking to him i looked in my inventory and the plan was gone, and no special ops quest had been given. A tad irritating.
