"Otherwise" skills?

In the years I been playing I have yet to use one of these skills that says they have a so so effect if you are under a enchantment or condition or whatnot but also say "Otherwise this skill" or something along that line.

I mainly ask about the skill Meditation (dervish). Now even if I am affected by an enchantment, am I still healed regardless or do I have to NOT be affected by one? Thus the "otherwise".

if you have 1+ enchantment on you when you cast this you gain energy, no healing
but
if you have 0 enchantments on you when you cast, you are healed, no energy gain.


edit: can be kind of tricky for example if you have a prot monk and you are tanking...
