Where do these drop? I assume from Charr, but has it been confirmed they drop from everywhere/every charr? Or just certain areas, or from bosses or what?

We know they drop in Dalada and Sacnoth. They are pretty rare. After you get one decoded you take it to Captain Langmar. He instantly transports you to the battle and takes your plans. So dont talk to him until you are ready and you can't start over. It's a big battle.
