Nonurgent suggestion: change nonmax mods on Collector items

In Prophecies and Cantha, some max weapon collectors gave +5 energy<50%Health wands. It should be +7. Similarly, some of the collector weapons in Prophecies (wands in particular) had only one mod, 20% skill recharge.

Perhaps in the future a database change can be done to revamp them to have both mods (in max form).

Of course right now it is not that urgent considering inscriptions make weapons so cheap. The problem is some mods cost a large amount simply because they do not drop often (20% skill recharge in particular).
