Graphic Issue on ground SS Included

Ok so here is my problem, my screen looks like this.

I have tried changing every single video option i can and have yet to manage to fix it. However, if i change anything such as sliding the Video Quality bar lower and then raising it back or unchecking any of the 3 options at the bottom of the Graphics tab and then checking them back the screen will change to this...

Which is how i assume it "Should" look and how i would like it to stay. Unfortunetly whenever i enter a town or zone into any other area it changes back to the first screen, with the squary looking ground for lack of a better word. While this doesnt pose a problem for gameplay it just isnt visually pleasing.

Can anyone help me with this please?

I don't think you'll get much tech help here unless you tell us what tech you're using.

What video card do you have? Are you using the latest drivers for it?

Nvidia GeForce 6600 LE is the video card i am using
