**My sincere appologies to everyone, upon closer inspection, I now see that the mod has a double -1 energy regeneration, I failed to catch that or remember that since I was at work and remember only that I have something with 14% dmg wep.
Once again my sincere appologies, this was not meant to be a joke or anything to that nature.
