straight to duncan without fighting through the other bosses was a bug. and as a result ended up that ONLY people going to duncan was a possibility for groups... Thus Exile was fixed to prevent this exploit.
If you want to go to Exile you have to have your character going through to CTC. Which is end game outpost.
Getting to CTC after your first character completed GW:EN is rather easy on other characters. takes little more then 1 hour to do. HoS, DD, aTfH(for great destroyer)... goto Exile and start going with PUGs or allies whatever...
Technically this is by design. Just as going to Glints challenge is end game material.
Anet is accommodating those that have done the grind game on 1 character in the same way they allow Runners to go to droknars forge for armors on secondary characters... thing is they put an account limitation on it that against the destroyers must be done on the account... thats not unreasonable...
There is no reason to grind out more characters through tedium if there is nothing you want from those titles... I for one will not be getting armors, as I think of it as a waste, nor will I likely be getting many skills from the titles except on my main character. MAYBE pain inverter. IDK.. thats about it... So why would I want to be forced to grind up titles for other characters on GW:EN beyond the initial requirement... Titles are not required for any other part of the game campaigns, and Anet makes a point of saying that grind is always 100% optional. so this method holds true to that statement.
And as other have said. Getting a group for slavers is hard enough as it is without further cutting more people out of the option just so they can go grind out another character to that point. Indeed I kind wish it would flash the least common boss of the group on screen as we exit so everyone would know before running there that someone in the group is not ready for duncan.
