A wand can be upgraded with an inscription, and a wand wrapping.
There's only 2 kinds of wand wrappings - Memory, which is 20%recharge of your wand's attribute. Quickening, which is 10%halfcast of all spells (this is from Wiki).
So it's impossible to get 20%HCT and an inscription of your choice yet this guy can do it:

He sells 5+energy wands with 20%HCT of the wand's attribute yet it's impossible to create a custom wand with those stats.
I'm looking at the upgrade/inscription info on wiki but this Crafter guy seems abit special. Is something wrong or am I missing something?

It's also impossible to get an inscription for staves that reduce conditions, though you can find staves with that on them. I have a r9 DF Ghostly Staff with 20% reduced daze built in (non-inscribed) - which proves to be pretty useful on a monk.

Inscriptions dont cover a lot of items, like 15%/-1 [health/energy] inscriptions.
Shields are the same, even tho -2/-2 shields are utterly useless they arent possible on inscribable items, same goes for +1 attribute boosters on shields like +1 fire which would be a very useful inscription for casters but are annoyingly hard to get hold of.

Ivor's Staff has the 20% Daze reduction mod on it.

Most of the Sorrow's Furnace offhand items are the same as The Stoneheart.
I don't know them all, but there are a few collectors and crafters that can supply weapons that are not 'craftable'. The mods they have are unique, and can't be copied on a gold item. I like this in some ways, and don't in others. I feel if an item can't be created with the appropriate mods, then it should be a green item. Crafters and Collectors should only provide mods that can be obtained from other weapons.

Nah leave them this way it's cool to have weird mods.
Ho and HCT is usefull on monk bars, where almost every spells already have fast recharges.

A few months ago the argument against this, and rightfully so imo, was that this is too overpowered given that you also get an offhand (compard to a staff with an ench mod). These days tho the concept of "overpowered" only exists in PvP, PvE apparently is all about being overpowered nowadays, and since I don't PvP I'm fine with the idea. But I think the PvP crowd would take issue.

Yeah, there are a number of items that exist, but can't be recreated under the inscription system. It isn't limited to caster items either. I've seen -4 damage shields (-2 stance, -2 enchant) as well as the Armor +10 vs. enemy type. They have added some alternatives in this line like Charrslayer Shields, but they aren't all covered.
