PC on Dwarven Hammer

here's a weird one for appraisal, I got this from a halls chest months ago:

gold sundering dwarven hammer of fortitude - req 12, 20/20, +30

strange thing is it has no middle damage bonus, nor is it inscribable, what do you guys think?

20k tops.....

salvage, no dmg mod = worthless, get a couple k from the mod(s)
