PvP package..

Ok so I bought the PvP package for Factions...I already owned the PvE campaign...but when I load a PvP char..All the skills are not unlocked...is this normal?

That's odd... I myself bought the Factions PvP version not all that long ago (in addition to the retail version that I already had) and found all the skills unlocked as soon as the payment cleared and I received the e-mail confirming the purchase with the purchased access key for my reference.

Check your e-mail inbox to make sure that the purchase has definitely been confirmed. Also, check your playing account (Edit Account > Manage Access Keys) to make sure that the PvP package you bought is listed there.

I'm going to assume you did something like checking with the skills at a Priest of Balthazar. Not all the skills will be unlocked, only skills that are available in Factions. Skills from Prophecies/Nightfall/EotN will still show as being locked. If you're not sure what campaign a skill is from just check wiki.

If you've checked it has been added to your account as Toutatis said, and there are still Factions skills locked, then you'll have to take it up with support.

Yeah, if you sort by campaign, you should see that every factions and core skill is unlocked

ok...I see now...I didnt realise what skills where from where is all...thanks....but another question....I bought the game of the year addition too...where do those bonus items go? (I blow alot of money on this game obviously lol)

type /bonus to get those items (or try /special or /bonusitems). Delete them by throwing them in the trashcan if you don't need them. You can recreate them at any time.
