Is there a minimum level a creature has to be earn reputation points?

I was in Magus Stones explorable area and the groups of spiders close to one of the dungeons (left corner of the map) are of mixed level
Level 14 Spiders and level 24. I was watching my progress on my hero bar when I noticed the level 14 give no points? Is this correct?

I believe 15 is the lowest that gives points... hope this helps

I know those level 14 spiders. Killed them yesterday. I noticed they didn't give me rep points (or refresh my hunt rampage) either. So you know it's not just ANet singling you out.
