Is this supposed to happen? I got a decoder and put the Charr plan into it, got a special ops quest but failed and when I check my inventory, the plans and the device are gone.

So I have to get the plans as a random drop again? I don't understand what you're getting at, although that might be because I'm having a bout of insomnia again...

The plans the decoder are taken once you take the quest.

If you fail, you have to find the plans again and get a new decoder to take the quest again.

If you are successful you need to have another set of plans and decoder to move on to the next quest.

Ugh, I ran into this as well. Wasn't too happy about it since it was apparent to me that I had taken the wrong crew along with me (had no idea what I was getting into). Probably could have beaten it next (at least done better). By the time I find the plans again I will have likely forgotten all about the last time and fail again.

Yeah, a lack of sleep and just putzing around can really ruin a quest. I guess the special ops doesn't give you the luxury of returning to it immediately. No big deal, I'll try it again if the opportunity arises. Thanks for all your info guys.
