Halloween usually takes place in the end of October from my understanding.

You get the items from collectors by trading in something like, Orr emblems, Feathered scalps or Charr carvings ect. It all stands on the site i linked.
You can also get some from King Thorn that allso gives you a Pumpkin Crown or Wicked Hat. But that was last year, no idea what is waiting for us this time!

there were items that you got from collectors absinithe ghost in a box witchs brew squash serums and transformer something and there was the hat the npc gave to you when he arrived every few hours and you had to listen to his spiel. but the npc only arrived on the halloween itself the other came a few days before hand. at the event sometimes the hat or mask you have to collect stuff but i think the halloween has always been free

The past Halloween events simply required you to be present at a certain time(usually every third hour on the 31st) to receive the holiday helms. The other Halloween items, however are gained from trading in common collector items to the holiday npcs found in the main cities.
Recently, the other holiday events have required you to have a certain number of holiday tokens as well to receive a helm, the majority of those tokens gained in a series of easy quests. We simply dont know how this upcoming Halloween will be structured, though. Just have to wait another week or so to find out.
The helms, no, they are new and different each year. The consumable items, however should be available again through the above mentioned npcs.

However, right now these items are only availible by buying them from other players who attended the event, and they will definately charge a premium for them (about 100-500g per item, and 500g-1k for the candy corn tonics ).
During the festival, these items are collectors items. So you have several new collectors spawn in the major cities and they trade for local collectors drops, such as Decayed Orr Emblems in the case of one NPC in Lions Arch. during the event when Mad King Thorn comes, and if you respond with the proper emote to his games, you get a number of these items for free directly in your inventory.
Other items you get for free during the event are Hats, such as the Witches Hat or the Pumpkin Crown. However, these are customized to the individule character like any other armor, so while you can trade for them they wouldn't do anything for you other than sit in your inventory. For the past two years, there have been no quests associated with the Halloween Festival, either.

Halloween was great fun last year we drank we danced we partied but most all we played "Mad King Says" and died a lot when we got it wrong.
My soul reaping was going nuts as all the players died around me
Then we got the hats just before he left.
After halloween you can await the coming of wintersday "Christmas" then I think the next festival is the Canthan New Year in Feb

Wintersday is the same as Christmas so its late December
Halloween is on the festival of the dead so thats Late October
Canthan New year was chosen for a couple of reasons I suspect, western new year is right after Christmas and thats too close to the Wintersday festval.
Also Cantha and much of Factions is Oriental in style and the Chinese Celebrate the changing year in February.
Cantha has hosted the New year/ the Tengu and the Dragon Festivals
The Other two games had the Wintersday and Halloween festivals they being of a more western nature.
Its all listed on guildwiki that tells you what happened and there are also videos you can see either on the Guildwars website or on Youtube.
All similar in content there are missions and collectables to do and find also games at some festivals.
You collect drinks, food fireworks and special effects potions during the festival itself which usually lasts friday evening through Sunday to Monday morning.
Exact time depends on world time zone.
