Looking at the update, it seems that once you've got at least a half-finished handbook or guide, you can just.. turn them in, pay some money, and get faction. For a MDG it's 40k (!!) for a complete guide. Does this mean that once you've filled out one, you can get 40k, in any faction you want, for a measly 1800 gold? As many times as you want?
So.. you can buy GWEN faction now?

Here's how it works.
If you have finished a quest, but forgotten to take the handbook, the people who originally give you the handbooks will fill it in for you for 100 gold instead. If you HAVEN'T finished the quest yet, you'll be made to do it before you can fill it in either by taking it with you or paying. So there's really no change at all. One way or another, you still need to do the quest.

Here is how it worked for me:
If you have done a quest or dungeon before the GW:EN HM update even with the correct book, you get to pay 100g per entry to add them to a book one time only. I guess this if for people who handed books in under the old system so that the change is sort-of retroactive to be fair to them.

That is my experience also - unfortunately I applied the 20k faction towards a tract I do not care about. Ah well, not the first time I've done something similar and I would eventually get to that tract I suppose.
I even tried having multiple books out and completing it for one of them - you can't purchase the quest for the second book.
You should have known you simply can't purchase like crazy when it costs a little over 1k to get the book and you get a little over 4 back - infinite money!
Good update as far as I am concerned - I find carrying the book an irritation and the money to be no issue. Not to mention finally making it worth filling the books out.
