The scepter must have:
Halves casting time of Healing Prayers (Chance: 20%)
Halves recharge time of Healing Prayers (Change: 20%)
in other words a 20/20 for healing prayers.
the req should be Divine favor only i guess, if there is any for Healing prayers ill take it dont matter, but it MUST have a 20/20 for healing prayers.
