In the Sunspear Great Hall you can get 15+15 attribute points for getting sunspear rank.

That in turn is equal to 30.

Now my question is, can my prophecies warrior get those 30 attribute points as well?

If so how am I able to actually start to be able to get the points?

Because so far I've got to Elona, I've done the quest where I defend Dojok or w/e and I still haven't got the option to get those attribute points. So when will it open (if I can get them)?

No.

The attribute points quests are tied to where the character was 'born'. Your tyrian warrior will have to do the tyrian attribute quests.
