How much would this be worth to buy?

Max damage (11-22?).
Requirement Soul Reaping. (assuming 9-12?)
(Preferably Cold Damage, but I'm flexible.)

Just the base wand without mods, as I'm assuming it's rare enough of a drop as it is.
