As far as effectiveness? Try it out, it's really up to the other skills you'd put with it for your skill combination that would determine it's success, as well as it's use.

Spoil Victor is a far better spell both in PvE and PvP for several reasons.

PvE:

Monsters do not care if you cast either spell on them. They'll keep casting and keep attacking. Given that monsters from medium-level PvE and up have loads more health than you do it will trigger most of the times. Monks can be ran straight into SV triggering by casting it on them and then attacking the frontline. Since SV and SL both require you to spec heavily in Blood, you'll be privvy to a number of armor ignoring, protection ignoring, direct damage spells to finish them off when SV does not trigger anymore.

PvP: While SV isn't much used in high-level PvP it's still far superior to SL, and SV can be a deadly build in RA and perhaps TA. Basically you force the opponent to guess at any given time if he has more or less health than his target. Otherwise he's shut down, more or less completely, for the duration of the hex. Not to mention there's a fair number of PvP players who are just as dumb as monsters.

General: Spoil Victor has twice the duration, half the cast time and deals more damage on a greater number of occasions. Spoil Victor can be used against all opponents while Soul Leech can only be used against casters.

Oh, and Backfire is a real bad spell for a necromancer to bring. Explanation can be provided.
