How do shouts work?

Can someone clear this up for me, i know the para nerf a few months ago affected the people which para shouts can affect, but wiki is still a little unclear on the subject.

Would a skill such as [card]"Go For The Eyes!"[/card] affect the following people, and is the functionality different for chants such as [card]Anthem Of Flame[/card]?

1) Pets
2) Minions
3) NPC allies in the party window (eg, ghostly hero)
4) NPC allies not in the party window, but following.
5) NPC allies not in the party window, and not following.
6) Players not in the party window, such as in AB.

I pretty much know for some of them, but I thought I'd just clear it up in my brain anyway.

I pretty much know for some of them, but I thought I'd just clear it up in my brain anyway. I don't think GFTE affects anyone other than Party members. Its extremely confusing sometimes though, because there are no consistent rules about whom a shout or chant will affect. You can go by the description saying that it affects "allies" or "party members," but then you have exceptions like:

[skill]"Never Surrender!"[/skill][skill]"Never Give Up!"[/skill] <- which both actually affect all allies.

My advice is to test it. Go to Isle of the Nameless solo, get a green-named NPC in earshot range, and see if using the shout/chant gives you more than +1 energy back from Leadership.

Good advice, unfortunately I'm at Uni and my computer was build by small tribesman who had only just discovered the wheel, so i cant actually run GW atm.

It would be good if at least the GFTE! wiki page could be updated with the findings as it actually says 2 conflicting things.

It is pretty confusing, especially because some skill descriptions are simply wrong. Anthem of Fury for example says it affects allies, but it only affects group members.

6) Players not in the party window, such as in AB. About this list, afaik there is no distinction between the different type of allies you have listed here. All it takes is for the ally to be in earshot for the shout to take effect. People in AB are not in your party so they count as allies, as do all the others in the list.

GtfE does work on all allies btw, so also minions and pets. AoFlame doesn't since it's party only now, the description here is outdated.

And like iridescentfyre said, its easy to check with the energy return test.
