I don't know if this idea has been used, but if it has, is it okay for me to post my own version?
Anyway, here goes:

I was thinking of a Bard.
Their armor set will start at 5AC and the best armor level will be at 60AC.
Their weapon will be portable instruments such as Flutes, Violins, Ukuleles.
The Bard will have 4 attributes:
Instrument Mastery
Insect Mastery
Singing Arts
Poem Arts.

Instrument Mastery is for the weapon, the instruments attack at mid-range with shockwaves from playing the weapon. Maximum damage that an instrument can do is only 6-16.

Insect Mastery can summon insects to attack enemies for you, these include: Spiders, Wasps/Bees, Termites, Mantis' and Scorpions. For a period of time, though.
Edit: Since there are hardly any places with Insects. I edited this part.

With Singing Arts you can sing to cast Hexes and Curses on your enemies, or you could cast enchantments on your allies.

Poem Arts can remove some conditions, but no hexes. There is one Poem called "Poem of Purgatory", that ability brings somebody back from the dead, however they are not fully resurrected. The target has 0 Health, if they get damaged they become incapacitated once again, but if they are healed they become fully resurrected.

ArenaNet already has this covered with the paragon. Perhaps combining a P/Me or Me/P could yield the result you're looking for?

How is a Paragon like a Bard?
Because they chant and use echoes?

They can't manipulate insects and they don't use instruments. o.o

Insect mastery would be only useful on places with... Well, insects. This excludes lots of places, especially end-game locations.
Instruments don't look like a weapon to me ; you will notice that every professions in the game have a real weapon, except for casters, but when you're one having a staff/wand is commonplace in fantasy.

Plus, chants and echoes are kind of a signature for Paragons.

Cource it is, the more an idea gets mentioned the more chance a dev will notice.
Though it of course helps if your version is actually good, because a interesting concept, readable post(s) and good reviews are a must to keep a dev interested while surfing during a coffee break.

The use of high frequency sounds to affect creatures whose ears are grafted into their 'skin' is a original point in a bard CC so far, marks for originality.
You did however not describe a good way to make use of the bug eyed freaks. even if you can control them, bugs aren't a good pet, nor are they some kind of mount.
Only interesting use for bugs I can think of is small ones as skills, such as [skill=text]Entangling Asp[/skill] and [skill=text]Viper's Nest[/skill] are skils using live snakes.

No this is not like a paragon this is even more rediculus than tose wanabe angels.

(I take thats curse means Curses like hexes, for damage and killing, and then 'hex' hexes would be hindering and shutdown?)
And it enchants too, though you are completely unspecific about which class you want to rip those skills off of.

But its original because its done with chants!
That way you, always hex everybody in earshot, being so overpowered its bound to be new, probably aren't hexes either but chants and thus unremovable.
Or the skills are hexes, but they are named "Spitefull Song" making them original.

That function is attribed to 20% of the paragon skill set.
On a class that uses chants a entire attribute for doing the same thing as paragons will end up having the same skills no matter how you twist or turn it.
You should at least have thought up a unique function for them.
