Copy the entire gw folder onto the new computer and run the gw exe it will connect to the server and set it all up.
I did that when I changed my hard disk so it should work on a new computer.

Everything in the game is stored online. You login to get all your character info from a server (thus why you have an e-mail address linked to your account, and not just a computer IP).
So no, you won't get in trouble. In fact, GW is designed specifically to allow this.
