Cheated out of NM handbook reward--thanks ANET

Any one else feel cheated by fact you can't turn in NM handbook on reaching level 8 after latest update? ANET did not say they would do this. I made it to level 8 for all four titles before the latest update, thinking to use the 2500 point reward (promised when I first got the books) after getting there, only to find I can't do it now. ANET changed the rules without warning, and this is really just screwing us again--they do this much too often. Had I turned them in with 79000 points, the reward now offered would have taken me to 124000 point, i.e., from level 7 all the way past level 9. Now I have to grind my way there. ANET should fix this.
