I don't think it matters where you wish to create your character. Just do what you want. I created a Tyrian monk and after a few post-pre missions I used my roommate's account to run her to all the main cities and got her heroes. After that I did all the Kaineng quests and some Nightfall quests to get her to lvl20 and then started farming the title for her in Waijjun Bazaar(
Thread about it). She's now leg surv.
I also created a Tyrian ranger with whom I simply played up to Surviror r2 and as a reward for myself for beating Nightfall without dying(specifically GoM in a PuG). I'm going to farm her the rest in Waijjun Bazaar also. My favorite skills/build was Barrage or Broad Head Arrow with some interrupts. My saviour skills were Whirling Defense coupled with Troll Unguent and I always had some form of condition removal. I wasn't afraid to spam them either. Troll Unguent+Whirling Defense on before even aggroing anything sometimes. It's best to be efficient in both killing/spiking and healing/protecting yourself.
Tips
1. Get max AL armor ASAP and rune it properly with a vigor rune. Use Survivor's insignias and depending on your profession +armor insignias are great too. If you really need energy then mix in some radiant or runes of attunement.
2. Don't play late at night when you're tired.
3. WATCH OUT for those caster bosses. Rits, Eles etc.
4. Don't play when you have a really crappy ping/FPS or are rubberbanding. Log out immediatelly if you get a lagspike.
5. Use
F12+Enter for the fastest possible logout and quickly re-log to make sure you are out. Just closing the game will leave your character on the server for a while longer and might kill it.
6. When playing PvE always send your henches in before you. I recommend a MM hero or 2x SF heroes with a good prot monk. It helps to know if there are any places where monsters pop-up so you can avoid them beforehand.
7. Turning off Guild chat and Alliance chat is a great basic rule...
I have lost many survivors and I have a crappy GFX card=crappy FPS. Skills don't recharge smoothly for me, the recharge "timer" hops around and I need to spam my skills a lot to make sure they are used. I also frequently have a crappy ping which sucks but what can you do? Just have to be extra careful/sensitive or not play at all if it's too much.
My 2 cents.
