Noob question about masteries

I was just wondering, if putting more points into weapon mastery makes you do mroe auto attack damage.

For example, if I had a q9 hammer and a q12 hammer, and I put 12 points into hammer mastery, would I do mroe damage with the q9 hammer?

Thanks for the help, and yeah I know I'm still pretty noob and learning :P

And, as every warrior should run a minimum of 14 Mastery, reqs really only matter to the e-penis.
