PC on Chaos Axe

I need PC on this Chaos Axe:
req 11 6-28 dmg
20% armor penetration (20% chance)
+30 hp

EIDTED:
15% more dmg while health above 50%

not much kinda high req i'd say salvage mods
but if it's insc.. i'd say like 20-50k

its 15 UNDER 50...salvage mods and merch axe
