Is Horseman Garthim in Kamadan?

Internet information says, yes. Can't find this Halloween collector in Kamadan.

As of last night, there was only one horseman in Kamada, LA, and Ascalon City. (Can't say about other towns) Don't know if they'll add the ones listed on guildwiki (and here) or not, but I doubt it, as they've always added all collectors at the same time when these events roll around.
