costume brawl weapon choice?

it is obvious that health and energy mods on the weapons during the costume brawl are worthless, but do halves casting time, + armor, and mastery mods still work? if so, what combination of mods would be the best for an ele?

I believe 20/20 mods do work. Have a 40/40 set with an enchanting secondary set to switch to whenever you use fire attunement, aura of restoration (use it as a cover enchant against mesmers and necros), or flame djinn's haste.

Yea, I've found that a 40/40 set works nice.

Actually, it's 32% of 1/2 cast / recharge and 4% of 1/4 cast.
20% * 80% * 2 = 32% = chance of 1/2 cast / recharge

You can't get quarter recharge. Only half.
